NOA TRAINING, the world’s first safety training facility equipped with offshore transfer training using actual CTVs, is certified by the third-party Class NK and provides training for offshore wind professionals in accordance with standards established by the GWO.
NOA TRAINING Facilities
Indoor water pool.
Equipped with water heating facilities for safe training even in the middle of winter.

Working at height
PPE and fall arrest equipment actually used in the offshore wind industry. With 9 ladders indoors, training carried out safely and efficiently, even with many trainees.
ART facility
Practical facility with obstacles simulating generators, control panels, etc. inside an indoor container.
Fire Awareness
Fire extinguishing drills using actual fire outdoors and evacuation drills using containers.

In 2012, he made a U-turn from Tokyo to his home town of Nagasaki and started working on marine renewable energy, establishing and running the Nagasaki Ocean Academy and NOA Training. Graduated from the University of Tokyo with a Bachelor’s degree in Shipbuilding and Ocean Engineering, and a Master’s degree in Environmental and Marine Engineering.

Former Maritime Self-Defense Force helicopter pilot. Former Rear Admiral. Served in the defense of Japan for 35 years as a Maritime Self-Defense Force officer. During this time, he carried out pilot training missions as a squadron commander, air force commander and training air group commander, and also served as Legal Affairs General (legal adviser) of the maritime staff office in the Ministry of Defense.

35 years as a firefighter in the local fire service and many years in ambulances as a Emergency Medical Technician . Experienced instructor in Japan Prehospital Trauma Evaluation and Care (JPTEC), Mass Casualty Life Support (MCLS) and Immediate Stroke Life Support (ISLS).

Takeshi Mizunari
We hope to contribute to risk management in the field through our training at NOAT.
Worked for about 15 years in the field (navigation department) of the Japan Coast Guard and in the Information and Communication Division of the head office. After retiring from the Japan Coast Guard, worked for the Japan Marine Casualty Association in the Marine Pollution Prevention Research Department, in charge of international maritime organisations, and for the Sasakawa Peace Foundation Maritime Policy Research Institute. He has extensive knowledge and experience in maritime affairs and oceanography.

Graduated from Victoria University of Wellington, New Zealand. Worked in marketing and overseas trading projects for a major Japanese photo lab, where he was involved in introducing products and systems to overseas customers. In 2019, he made a U-turn to Nagasaki and took charge of overseas operations in the production management department of a major semiconductor manufacturer.

He worked for a major shipbuilding company, where he was in charge of initial planning work for bulk carriers and other vessels. Seconded to a major merchant shipping company, where he was in charge of various studies related to merchant shipping and research work related to renewable energy. Graduated from Kyushu University with a B.S. in Ship and Marine Systems Engineering and an M.S. in Marine Systems Engineering from the same university.

For 15 years at a regional bank, he was in charge of large projects, including hotel projects. On secondment to a local government, he led industry-academia-government projects, and on secondment to a megabank, he was involved in project finance. He has a broad network of contacts with industry, academia, government, finance and fisheries unions in the Nagasaki area.
