solving shortages of Human Resource and Skill
Offshore wind is expected to be the main power source for achieving carbon neutrality by 2050, and the Japanese government has set a goal of installing 30 GW to 45 GW (equivalent to 30 to 45 nuclear power plants) of offshore wind capacity by 2040.
On the other hand, until now there has been almost no offshore oil and natural gas extraction industry in Japan, which is thriving in Europe and the Americas, so the accumulation of technology and the development and securing of human resources capable of performing construction and maintenance in the harsh offshore environment is a challenge for Japanese offshore wind industry.
NOA TRAINING was established with funding from the Nippon Foundation, in partnership with Nagasaki Prefecture and the City of Nagasaki.
Training Professionals to Support the Offshore Wind Industry
NOA TRAINING was established with funding from the Nippon Foundation, in partnership with Nagasaki Prefecture and the City of Nagasaki.
The offshore wind industry has been flourishing in Europe’s North Sea since around 1990 and has now spread to Asia and North America, including Japan and Taiwan.
The Global Wind Organisation (GWO), established in 2012, is a non-profit organization comprised of wind turbine manufacturers such as GE, Vestas, and Siemens Gamesa, as well as wind power facility owners. Owners and turbine manufacturers of offshore wind turbines require at a minimum to take GWO Basic Safety Training (BST) and maintain a renewed certification every two years to their contractors.
NOA TRAINING is certified by the Class NK, a third-party organization, to provide training for offshore wind industry in accordance with the standards established by the GWO.

We provide state-of-the-art knowledge and training based on the knowledge and know-how accumulated at Nagasaki Ocean Academy, Asia’s first offshore wind specialist training organisation.
*The NPO is Nagasaki Marine Industry Cluster Promotion Association.

Highly specialized instructors
- Instructors are professional lifesaving paramedic and marine safety experts such as former Maritime Self-Defense Force helicopter pilot and ex-Japan Coast Guard officer.
- Trainings are available in English.
- Technical trainings are provided by Nagasaki Ocean Academy lecturers and shipbuilding engineers.(To be delivered from 2025)

One-stop center for offshore wind training
- One-stop trainings for a wide range of knowledges and practices related to offshore wind industry.
- GWO BST, ART, EFA, BTT and SLS are offered. (BTT and SLS will be delivered from 2025)
- The largest and most extensive facilities in Japan, including a heated water pool, await participants.
